Meg is the epitome of needing a mastery skill to thrive. With her low Str, she can't reliably do enough damage without a mastery proc to KO the opposition. Luckily for her, she has the makings of a dodge tank with her great Spd/Lck, which gives her more chance to proc Luna since her 43 Skl is not ideal for proccing masteries. And with her decent bulk of 74 HP and 44/50 Def/Res, she is no slouch for physically tanking either. She also has access to Fortune, but realistically with her 65 Luck, not many units in the series actually have a crit rate on her either way. It also helps that her mastery skill is a "you are dead" one, so unless you have Miracle, you are going down when she procs it. So, as you'll see in her showcase, Meg's main strategy is to tink, tink, tink, with Brave Weapons until she finally gets that 21% Luna proc.

The unit with the higher base speed will initiate first. (If unit has Shade or Stillness they will always choose who goes first). If both units have the same speed, the unit whose video it is will go first.
For weapons, the unit who is faster chooses the weapon they want the unit they are attacking gets to choose a weapon to counter them with. The unit who attacks first, goes through all the possible weapon combinations and picks whatever situation would give them the best chance at victory. After the initial turn, the only time a unit can change their weapon is on their turn.
