The King of Kilvas, and my favorite Laguz Royal, gets his turn. Naesala has some of the best damage output in the game with his 70 Str and 76 Spd. He acts first against 99% of the cast; everyone except for Lyre. And with his incredible Str, he doesn't even really need to rely on Tear at all for most fights. If he somehow doesn't knock out the unit in the first round either by raw damage or Tear, he has access to Vantage, so if they need to attack up close because attacking from range would be too inaccurate, there's a possibility that he can just finish them off. And if they decide to attack him from range, they have to contend with a 70 Mt damage counterattack from his other skill, Maelstrom. He also has a surprisingly high Res stat which makes him a really good mage killer. There's really only two downsides to Naesala: One being that his hit rate is just average here. So going up against the more dodgy units can sometimes be a struggle for him. Two being that he is very frail on the physical side of things. His 65 HP for a laguz unit is quite low and the 30 Defense is very much bottom of the barrel. But his frailness doesn't really affect him too much because he gets to act first so often and the raw damage is just too much to tank for many units in the series.

The unit with the higher base speed will initiate first. (If unit has Shade or Stillness they will always choose who goes first). If both units have the same speed, the unit whose video it is will go first.
For weapons, the unit who is faster chooses the weapon they want the unit they are attacking gets to choose a weapon to counter them with. The unit who attacks first, goes through all the possible weapon combinations and picks whatever situation would give them the best chance at victory. After the initial turn, the only time a unit can change their weapon is on their turn.
