Tibarn's eye's is unfortunately quite underwhelming in this series. Some of the stats look decent, sporting above average Str, amazing Skl, and solid Def, but as is the case with a lot of the units that are subpar in this series, he has some low-ish Spd. I say low-ish because 56 is quite decent in a vacuum, but because he is a laguz that is locked to 1 range, it doesn't do him many favors. He basically has a one-shot mastery because of his high Str (Unlike his counterpart, Ulki, where it sometimes would not one-shot), but the issue Tear has is that it procs off of the unit's Spd which is much lower than the stat Janaff would rather use for proc rates, Skl. So, many of the fights where he initiates, he doesn't proc it as often as he needs to because of it. Another huge issue with him is that his Res is just pitiful at only 26 and because he just has the average Spd/Lck, he can't even dodge well, even against the low accuracy of the Tempest Blade that so many units have access to. The one thing that he has going for him as opposed to a lot of the other units in the series, is that he has razor-sharp accuracy between his great Skl, average Lck, and access to Insight. And while Nihil/Parity negates Insight, there aren't any units that can really take advantage of the extra avoid they get from negating it among the units that have Nihil/Parity (Aside from maybe Lucia, but she can just Tempest Blade from range anyways). So, against the avoidy units in the series, like Lyre and Heather, he actually has a fighting chance.

The unit with the higher base speed will initiate first. (If unit has Shade or Stillness they will always choose who goes first). If both units have the same speed, the unit whose video it is will go first.
For weapons, the unit who is faster chooses the weapon they want the unit they are attacking gets to choose a weapon to counter them with. The unit who attacks first, goes through all the possible weapon combinations and picks whatever situation would give them the best chance at victory. After the initial turn, the only time a unit can change their weapon is on their turn.
