Fraternal Post 115 is a rather small location, but it contains a decent number of super mutants anyway. One of them was legendary for me as well. The named Super Mutant Dead Eye is here as well. He's melee though, so pretty easy to take care of. No matter who you attack first, you're likely to pull the entire group when you do. Watch out for attacks from behind, and be careful that Dead Eye doesn't get too close to you. Be sure to use your crit on any legendaries after they mutate (or before if you're sure you can kill them in one shot).
