On June 23, 2024. Officers from the Oshkosh Police Department responded to the report of an accident. When officers arrived, the fire department was already on scene and assessing a woman with injuries. It was later discovered that the female was not struck by the vehicle. She sustained her injuries from slipping in the mud while jumping out of the way from the oncoming car. Multiple witnesses said the vehicle was swerving, driving through yards, and striking curbs. One of the witnesses attempted to follow the vehicle and report it to law enforcement but quickly lost sight of the reckless driver. While en route, another officer observed the suspect vehicle making loud scraping noises and with front end damage. The officer got behind the vehicle and activated his emergency lights. The driver (Joli) came to a stop and the officer ran up to the vehicle pounding on the driver's window, yelling at him to open the door as it was locked. Joli opened the door and was quickly secured in handcuffs. He was transported to the hospital for a blood draw which showed a BAC of .233. Joli was found guilty for resisting/failing to stop, and operating under the influence-causing injury. He was sentenced to 4 months in jail, 1 year of probation, and ordered to pay $843 in fines.
