Here's a strong 4-player game for you, with amitss1 as the only person i hadn't seen when i was on BSW years ago - a lot of veterans in this one!
Stein plays his typical game here, staying away from the expensive high-capacity plants. Thought i got a good price on the 20, then 26 came right after when i would've probably won that auction. It ended up going for around $35, and i could have paid a few bucks more than that and afforded oil that turn. There were a lot of plants lurking that could have instantly ended the action that turn, so i don't regret the 20 buy at the top of the turn order. Maybe i should've run 10 + 03 instead of 20 that turn, though, since that would keep coal a tad cheaper for me and attack Selasphorus too.
Stein's usual plan worked out pretty well, with 31 at cost being nice for him. However, his builds weren't the cheapest and he wasn't quite as efficient early on as he'd like to be. The 26 turned out to be the game-winner here; Selas even paid around $40 for the 25, replaced it on the final turn, and still won by over $25!
My strategy was executed about as well as it could've been, i feel, with one crucial exception: the 28 plant. In retrospect i definitely should've bid against Stein for it, as uranium was only $2-3 at that point. Between that and the turn-order tiebreaker, it was quite a bit better than the 29...maybe worth $35? The 24 was solid for me because of turn order, but still a good deal costlier than 28 in the long run.
