This location is pretty messed up. It's basically meant to harass chinese people for no apparent reason and destroy their cars, and then when they complain throw them in jail. Kind of an over exaggeration on current events, but a poignant one nonetheless. In any case, there's a few gunners here that are fairly easily dispatched. One of them was legendary for me, but a few VATS shots to the head took care of him. You can opt to use a shotgun if you'd like as well since the combat is generally fairly close quarters due to the vehicles in the area. There's a decent amount of loot inside as well as a Guns and Bullets Magazine.
