The outside portion of this location is the most difficult. Don't bother trying to use the vertibird, it will just get knocked out of the sky by the behemoth on survival difficulty. It will last about 10 seconds once the fight begins, and it's not long enough to take out the behemoth. Go in on the ground and grab the power armor before beginning the fight. A gauss rifle makes the behemoth fight MUCH easier as well.
Once you get inside you'll fight your way to the elevator and then clear out the bottom floor. A combat rifle or combat shotgun are my weapons of choice once you get inside. Be sure to pick up the Covert Operations Manual on your way out.
