This one is another Reisen bait. You really want to use debuffs anyways, since he's immune to all magic elements except mystic and has 1500 PDEF to correspond to his physical elements weakness. At 25% HP he'll use a nuke that deals 999 damage to the entire team (reduced by only void resistance), but unlike Hina he doesn't have an HP lock to ensure it, and with Reisen on the case it's entirely feasible to just skip the whole thing with overwhelming damage.
