On February 18, 2024. An officer from the Lake Hallie Police Department was on patrol when he observed a vehicle approaching quickly from behind. As the vehicle passed, it crossed the center line and suddenly swerved into the officer’s lane, nearly colliding with the squad car. The officer activated his emergency lights and the suspect vehicle abruptly stopped, almost getting rear ended by the squad car. The officer noted what appeared to be a knife in the driver's hands before he accelerated and fled from the traffic stop.
The officer pursued after and quickly located the driver (Chad) parked on the side of the road, walking away from his vehicle. Other officers arrived in the meantime and followed Chad in their squad cars as he continued to walk down the road. One of the officers was able to confirm that Chad was indeed carrying a machete in his hands.
Some officers began following Chad on foot while others stayed in their vehicles. After numerous commands to stop, an officer deployed his taser twice at Chad through the window of his squad car. Chad screamed as if the taser struck him but he continued walking and officers noticed that he was carrying two large bladed knives instead of just one.
Eventually, Chad dropped both knives on the ground and officers shouted at him to get on the ground. Chad failed to obey commands and continued to stay standing with his arms at his side. Officers decided to tackle Chad after he resisted their attempts to secure him in handcuffs. Chad began screaming and cursing stating that he was not resisting. EMS was called and officers were able to secure him in handcuffs and leg restraints.
Chad was transported to the hospital where he refused a blood draw but admitted to drinking alcohol and ingesting meth. Officers got a warrant and a nurse was able to draw blood from Chad's arm. He was found guilty for Vehicle Operator Flee/Elude Officer and OWI (3rd). Chad was sentenced to 10 months in jail and ordered to pay $2816 in fines.
