EU High Representative Kaja Kallas warned that Russian visas are not only a migration or travel issue — they are also a security concern for the European Union.

Speaking during the Gymnich press conference Q&A in Druids Glen, County Wicklow, Ireland, Kallas said that if reports are confirmed by German authorities, they show clearly that visas can be used by people who mean harm to the European Union.

She said many ministers raised the issue during discussions on Ukraine, arguing that Europe must seriously curb Russian visas.

Kallas said it is unacceptable that Russia is killing civilians in Ukraine while Russians continue entering Europe and enjoying the hospitality of European countries.

She warned that tourist visas can be misused by individuals who need access to the EU for harmful activities.

Kallas said she hopes these developments will convince Member States that have resisted visa restrictions to reconsider.

Her message was direct: this is not only about Ukraine — it is about Europe’s own security.
