This Method will work EXACTLY as shown on PS2, Xbox, PC, Mobile, and Definitive Edition since all of these Platforms/Versions allow the Method shown in the Video.
All you have to do is complete Import/Export in full. Afterward, be sure it's either Wednesday or Sunday, in-game, and you can import this Club for $28,000. Unfortunately, by doing this a Stat will register and say "Vehicles Imported: 1."
The EC2 on this Club can not be seen in-game and can only be seen when viewing your Save File under a Save Editor. Visually in-game, it will look like any ordinary Club.
I am recording this Video on PCSX2 Version 1.6.0. Game Version is SLUS-20946 (Version 1.03) of GTA San Andreas for PS2.
