This Method will work EXACTLY as shown on PS2, Xbox, PC, and Mobile since all of these Platforms/Versions allow the Method shown in the Video. It does NOT work for the Definitive Edition because CJ is blown up and wasted when the Greenwood blows up and the Mission fails.
I do NOT recommend obtaining this HPV1000 because of how much storage space you have at this moment in time within the game. The second chance to obtain an AP HPV1000 comes up later on after you unlock The Country and are able to buy more Safehouses with Garages, thus allowing you to store one OTHER kind of Special Vehicle early on, rather than an AP HPV1000 which you can get later on and just as easily and quickly.

Pretty sure you can obtain the INFERIOR EP Police along with the AP HPV1000, if you wanted to.
Pretty sure there's also an UNOBTAINABLE and INFERIOR EP/FP Police Maverick in this Mission, too.
Fun Fact - Any Police Vehicle that can activate Vigilante will acquire PP (Pop Proof) Tires! The PP Property is removed after you store it back inside of a Garage, but you can reapply the PP Property over and over.
