This Method will work EXACTLY as shown on PS2, Xbox, PC, Mobile, and Definitive Edition since all of these Platforms/Versions allow the Method shown in the Video.
If you're going for all possible Special Vehicles in the game, you likely won't have enough room for a Packer in either the Doherty or Hashbury Garages and will have to get one from traffic. The best way to do this is heading over to where the Crane is located, then turning around and heading back to the road. Rinse and repeat until you spot a Packer. You'll then have to double drive the Packer and Emperor over to Zero because getting too far away from the Emperor will fail the Mission, so keep that in mind!
You will NEED a Parachute. Without one, you will not be able to destroy the RC Raider like shown in the Video!
Once you obtain it, you can move it to any other Garage you'd like. I personally always move it to the Calton Heights Garage and just use any random Vehicle from traffic to push the RC Raider there. It's not easy, though, because most of the push is uphill and the RC Raider (even when looking directly at it) vanishes a lot. You can also use a Towtruck or Tractor, however, you will have to go incredibly slow and the RC Raider likes to unhook itself a lot, thus making you have to rehook it before continuing on.
Note that you can obtain the INFERIOR Version of the RC Raider, without the AP Properties. It wouldn't work on the Definitive Edition. If it interests you, see that here - youtube.com/watch?v=ybQahrq85uc
