Here's a technique for getting lubricating oil all the way down a long throttle cable that was getting sticky and needed lubricating with oil.
It involves making a little tool. Which needs a tyre valve:

And a copper compression tee fitting:

Also look for an end cap copper fitting to seal that mid point and where you can put the oil after its unscrewed. You might need to put in a short piece of pipe and then an end cap like this:
