By using a clone (fake CJ) provided by the goto 0 you can push the boat without triggering the timer. Unfortunately speedrun.com does not allow glitches that enable the mission to be passed in 0 seconds, but since it goes by real world time and not in-game time and considering that at least 1 frame elapsed, it should be 40 milliseconds (despite the game showing 0:0s).
It can be a bit tricky finding the boat with your clone, but I believe he is teleported to just outside the house where you take the tests when you start any test. Why is why I used an OM0 call to move the clone a bit before the test started and not trigger the timer.
It should be usable for other Boat School tests though, since there are many checkpoints and the clone can only be used to push the boat up until the first checkpoint, allowing to save some time on them (similar to the PS2 only method involving pausing and unpausing the game).
