This method could be useful to players that are on a platform that cant hold calls.
By doing this method, the mission will most likely fail, but the advantage is that it is repeatable. I think Loco Low garage is reachable, but you must jump out of the bike used before Smoke screams "Roadblocked" and switch to another vehicle, because it gets deleted and if CJ is riding it he gets wasted.
There is an alternative method that allows you to get modification menu and pass the mission but is a bit more time consuming.
