This might seem completely useless at first but I think it will help with the IL for this mission. Basically, all that is needed is to fail the mission after rescuing the refugees.
Also, in this save I duped Toreno's Last Flight so that I could unlock Desert missions without completing Woozie's missions in SF, so that I can complete Green Goo to unlock the jetpack.
