When you start a gang you will get completely rid of traffic for its duration. So all you need is to hope that the one parked vehicle near Cluckin Bell does not have Extras. This route avoids the Stadium because once 8-Track has been completed, the vehicle Monster A starts spawning there, and this vehicle has extras.
Another way to get this vehicle without the use of Vigilante is this, but I find it more dependent on luck since there are many vehicles with extras that may spawn on traffic until reaching Bike School:
