Important info: Usually having a mod menu opened like I have during this mission prevents you from progressing it after killing Freddy. This can be fixed by entering and then exiting any fast food restaurant while having the mod menu before starting this mission.
The mod menu can be obtained as early as you have the Gyms unlocked and completed the Cesar Vialpando mission:
