The Dance Menu is used to exit the Lowrider and gain camera control during the first cutscene, and the food menu is to gain early movement during the race. Having negative money helps by preventing CJ from buying any food.
To avoid wasting time with the phone call animation release the call during the intro cutscene, then quickly skip it so the mission doesn't get duped (while holding a movement key so you don't close the dance menu), then after that quickly close the dance menu:
Release call, then movement + space, then space
