What kind of law enforcement officer refuses to take a report of a crime? The only thing I can think is: 1) a corrupt deputy, 2) an incompetent deputy, or 3) both.

Now, if that deputy still is prodding for info, but won't take the report, what is his objective them? Blackmail? Isn't there a reward for reporting crimes? Not sure, it just occurred to me... but I think there is. In fact, it's a percentage of...something...presumably recovered funds?
