On May 5, 2025, at approximately 8:40 p.m. An officer from the Shorewood Hills Police Department conducted a traffic stop on a black Volkswagen for speeding and driving on a closed road. The officer approached the vehicle and made contact with the female driver and sole occupant of the vehicle, who was identified as Holly. She appeared to have a glazed look and her eyes were watery. The officer also noted the odor of marijuana along with the odor of intoxicants coming from the vehicle.
When confronted about the odor of marijuana, Holly advised she smoked approximately five to seven hours prior. Holly denied drinking or consuming any alcohol and the officer noted that she would occasionally stumble on words. The officer made contact with a second vehicle which parked behind the squad car. The driver stated that he was following Holly and denied any alcohol or marijuana usage. He did not show any signs of impairment and was asked to leave the scene.
The officer re-approached Holly’s vehicle and eventually asked her to exit the vehicle. Holly complied but stated that she did not want her vehicle to get searched. Officers determined that they had enough probable cause and began searching the vehicle. During the search, officers located two pre-rolled joints labeled THC-A. As Holly was 18 years of age at the time, they were later disposed of at the Shorewood Hills Police Department. Behind the passenger seat, underneath some clothing items, an officer located two bottles of Smirnoff (empty), a bottle of Tito’s (small amount of clear liquid), and a bottle of Absolut Vodka (empty). He also located two cans of Four Loko, which were cold to the touch. One can was empty, while the second can was still sealed. The alcohol was also confiscated and disposed of at the Shorewood Hills Police Department.
When asked about the alcohol, Holly stated that her friends left it in there when they used her car for prom. Holly then consented to field sobriety tests and agreed to provide a preliminary breath sample. Holly provided multiple insufficient samples and was instructed on how to properly breath into the machine. She was eventually able to provide a PBT sample which showed a BAC of .41. Holly then admitted to drinking and stated that she drank a Four Loko earlier in the night. She was then placed in handcuffs and searched before being secured in a squad car.
Holly agreed to submit to an evidentiary chemical test of her blood and was transported to the hospital. A nurse was able to draw Holly's blood without any issues. Holly was then issued citations for Operating While Intoxicated, Unreasonable and Imprudent Speed, and Minor in Possession of Open Intoxicants in Vehicle. A friend of Holly arrived and was allowed to pick her up from the hospital.
Less than 30 minutes later, the officer observed Holly's vehicle moving and recognized her as the driver. The officer determined that due to her blowing a .41 on a PBT less than two hours prior, that she was likely still intoxicated. He conducted a traffic stop and asked Holly what she was doing driving. Holly advised she was meeting her friend around the corner and was asked to step out of the vehicle. The officer noted that she still had glossy and bloodshot eyes, along with the odor of intoxicants. Holly again agreed to complete field sobriety tests and provide a PBT sample which revealed a .32 BAC.
Holly was then placed under arrest again for Operating While Intoxicated. She was placed in handcuffs before being secured in a squad car. She agreed to do another blood draw and was transported back to the hospital. Holly began vaping in the hospital and had her vape confiscated. She allowed a nurse to draw her blood without any issues and was transported to the Dane County Jail where she was released to jail staff.
