On November 1, 2024. The Platteville Police Department received a call about a driving complaint. The complainant reported a vehicle swerving and provided a license plate number. An officer located the vehicle in a left-hand turn lane with its passenger side blinker on before switching to the far right lane of traffic and slowed its rate of speed. The traffic light turned yellow and the vehicle continued to approach the intersection at a slow pace. The light turned red and the vehicle continued to navigate a right hand turn without stopping. The officer activated his emergency lights and the suspect vehicle drove up the curb while pulling over.
The driver (Todd) had his window cracked about two inches and the officer asked him to roll it all the way down. The officer explained to Todd why he was stopped and asked for his driver's license. Todd was asked to exit the vehicle to make sure he was ok to be driving. Todd stated he was only a block away from his residence and exited the vehicle. The officer explained that his vehicle was reported weaving within its lane of travel and asked Todd if he had anything to drink. Todd said that he consumed four beers and stated "I'm probably over the limit." When asked if he would participate in the standardized field sobriety test, Todd responded that he couldn't do the sobriety tests sober, but was willing to try. After the tests, an officer asked if he would submit to a preliminary breath test (PBT). Todd said "I'm going to blow over the limit." He eventually agreed and the PBT registered a result of 0.22. Todd was informed that he was under arrest and was secured in handcuffs.
Todd stated that he wanted his phone and began pulling away from an officer. Todd stated he just wanted to go home. An officer informed him that was not an option and he was under arrest. Todd continued to try to pull his arms free and was again told to stop. Todd stopped for a moment and stated he just needed his phone so he could call his mom. Todd continued to pull away and jumped into the air, officers continued to hold him by the arms, as he lifted his feet completely into the air. Todd was told multiple times to stop and eventually listened to their commands.
Todd temporarily stopped his behavior and officers continued the search of his person. Again, Todd attempted to break free and was taken to the ground. He continued to attempt to flee as more officers arrived. Todd made growling noises and was ordered to stop resisting. During the scuffle, Todd kicked a female officer in the face and was eventually placed into a wrap restraint. He continued to resist officers but was eventually secured in the back of a squad car. Todd began screaming at officers, banging his head, and faking a seizure.
Officers then transported him to the hospital for a blood draw. Todd said he doesn't like needles and that he will bite off someone's finger if they touch him. At the hospital, Todd calmed down and submitted to a blood draw without any issues, He agreed to remain calm and the wrap restraint was partially removed. He was then transported to the Grant County Jail. While driving to the jail, Todd made comments that if he saw the officer outside of his uniform that it would be "unpleasant". The blood draw revealed Todd to have a .204 BAC. He was found guilty for OWI (3rd), and 2 counts of Resisting or Obstructing an Officer. Todd was sentenced to 125 days in jail, 4 years of probation, and ordered to pay $3923 in fines.
