Elizabeth's final years were plagued by the factions in government between Robert Cecil and the Earl of Essex. This was caused by deaths to the Earl of Leicester in 1588, Walsingham in 1590 and Sir Christopher Hatton in 1591. Nevertheless, the religious situation in the country was stable and Elizabeth had introduced poor laws to lessen the effects of poverty. When Elizabeth died, she was succeeded by James VI of Scotland.
