Penang’s rapid growth is fuelling a congestion crunch as car dependence, fragmented planning and urban sprawl pile pressure on infrastructure struggling to keep up.

Public transport advocates say development cannot be separated from how people move, where water flows and how land is used.

With 1.8 million residents and 2.67 million vehicles in 2024, Transit Malaysia warns the ratio is unsustainable, especially around Penang Strait crossings.

MY Mobility Vision founder Wan Agyl Wan Hassan argues infrastructure capacity must determine development capacity, not the other way around.

He says cumulative impacts of multiple projects can overwhelm roads and drainage, creating congestion, flooding and unequal access to jobs.

Both experts call for integrated transport and land‑use planning, stronger public transport, and treating green spaces as resilience infrastructure.

They stress Penang’s next phase of growth cannot be measured by towers, roads or reclamation alone — but by whether development and infrastructure are planned together.
