Hampton Barns is a territory that does not spawn gang member, so the reason I put Mafia in there is so that their cars (Admiral, Sentinel and Feltzer) will start spawning in there.
The strategy I adopted here was to make gang members spawn in Hampton Barns while standing in the Bridge, which is a territory that spawns gang members. Fortunately, with the sniper rifle I can get to spawn the peds in Hampton Barns as the peds that would be associated to the brdige type of territory. Not only this, but I also made the Vagos appear before the Mafia, which make things a lot easier, as peds are disabled after the 3rd party gang spawned.
