This is the Boorhaman Road level crossing at North Wangaratta. It is located on the ARTC owned Melbourne - Sydney line in northeast Victoria.
These gated signals were installed in August 2015 when they replaced the previous gate-less signals, as reported in this news article pressreader.com/australia/wangaratta-chronicle/20150812/281646778866138
Both signals have Western Cullen Hayes bases, Siemens gate mechanisms, General Signals gate lights, Westinghouse 8 inch LED lights and General Signals Type 3 electronic bells. The bell on the western signal rings only until the gates have lowered, while the bell on the eastern signal rings until the gates rise. This is most likely one of the first installations in Australia to use GS Type 3 bells, and one of the few outside the Melbourne Metro area.
The eastern signal also has an interesting oddity, having an additional pair of Westinghouse incandescent lights fitted with strobes inside. There is also a strange looking box mounted on the mast behind the lights, I'm guessing it contains the equipment needed to operate the strobes. I'm not sure of the reason for having the strobes when the crossing is already equipped with LED lights and gates, but the previous signal seemed to have the same equipment so perhaps it was simply reinstalled onto the new signal. The old signal can be seen in this 2010 street view image https://www.google.com.au/maps/@-36.3255766,146.3506317,3a,15y,211.65h,88.48t/data=!3m6!1e1!3m4!1slLZcKDIyuXUIt23xzXKUxg!2e0!7i13312!8i6656
