Just like with the PS1, Sega Saturn would sometimes create intros for old school games that didnt have an intro cutscene but unlike the PS1, Sega Saturn had a reputation of creating really bad or nonsensical intros like the one from Vandal Hearts. Despite that this intro is actually really good but sadly its wasted on the Sega Saturn version as the game plays even worse then the Arcade version and even nerfs one of the weapons with it being the Spread Shot.
