In this video, I show how to get your hands on an Unmarked Cruiser from free roam. After I obtain it, I reload the save and show that it's still there.
Unmarked Cruiser, unlike other police vehicles you can find from that location, ONLY spawns in there. You cannot find it anywhere else in free roam. It has some very nice colors, util colors, other pure white luster, epsilon blue luster for example. They are not special, but pretty abnormal, still.
However, from free roam, it is VERY LUCK BASED to get various colors. For example, you need to have 4 Unmarked Cruisers behind you plus you driving one so 6th (final traffic default) spawns in this location. This pretty much means getting Unmarked Cruiser there like 5 times almost in a row. Not to mention, it is luck based whether they actually all remain on map after you or not. I wanted to show LATE colors but actually gave up because it is horrible luck.
