In this video, I show how to obtain EP (ROMANB) "Civilian" Albany Emperor from Downtown Cab Co. property mission "Got Your Back". After I obtain it, I reload the save and show that it's still there.
This mission is a nice reference to GTA IV series. Though yeah, all those vehicles are rare since property missions loop.
Taxi property missions need a full WEEK between them to appear again. So remember to advance a lot of time if you want ALL vehicles from them.
Just steal the Emperor once you reach the port. Doesn't matter if you fail or pass the mission. If you care about other Emperor colors, then start the mission with Emperor and hopefully you get Emperors driving around the map as well, giving you various traffic defaults down in port.
