In this video, I show how to get your hands on a Sheriff SUV.

This truck only spawns with 4 or 5 wanted level stars in Blaine County area. Stealing it is not that easy. You get shredded by NOOSE guys quite easily, but sometimes they can easily be killed and truck stolen before other cops arrive.

This is the only way to get this truck. There are no easier alternatives for it. It is basically same as FIB Truck, just with another design.
