In this video, I show how to get your hands on an FIB truck in free roam.
This is a classic method to get this truck. It only spawns with 4 or 5 wanted level stars in Los Santos area. Stealing it is not that easy. You get shredded by NOOSE guys quite easily, but sometimes they can easily be killed and truck stolen before other cops arrive.
If you value special vehicles, then the only FIB truck you should save is one in The Jewel Store Job with bullet proof tires (PP). This is superior over any other FIB found in the game.
