Tuff has quite a bit more randomness than Normal. Battle 10 is especially important; even with good execution, a huge range of times is possible. In this run, my luck was pretty good. Even though battle 10 didn't have any Beam Satellites (which can be killed with a Death ICBM explosion), the spawn positions for Flame Dragon and the enemies were nearly perfect. As soon as I spawned, I could attack both enemies at once. I also got Hyper Mode pretty quickly.
