License to Kill Fast Animation (LTK FA) is a step above LTK in difficulty. As in regular LTK, you minimize enemy health and maximize the other enemy statistics in 007 mode:
Enemy health: 0%
Enemy damage: 1000%
Enemy accuracy: 100%
Enemy reaction speed: 100%
In addition, you turn on the Fast Animation cheat. This cheat makes enemies move at several times their usual speed. Under these conditions, some levels are much harder than in regular LTK.
Surface 2 is the hardest level I've done so far in LTK FA. It's very luck-dependent; oftentimes guards will show up out of nowhere and kill you. Although the guards move very quickly and ought to be able to easily catch you, they sometimes struggle to run in a straight line and will instead run back and forth, giving you a chance to get away. My strategy wasn't very consistent, but I was eventually able to string together enough lucky breaks to finish the level.
One thing I found helpful was to disable Look Ahead. I typically play with it enabled, but on this level's uneven ground, it kept messing with my aim while I was trying to shoot cameras. The extra body armor on the Japanese version also helps; with it, you can survive one KF7 shot or two Klobb shots.
This level might be possible in DLTK FA, but it would require even more luck than in LTK FA. I may give it a try at some point.
