Luxembourgish Prime Minister Luc Frieden said he is cautious about creating new common debt at European level.
Speaking in Luxembourg alongside European Council President António Costa during the Tour des Capitales, Frieden said new EU debt should only be considered in exceptional circumstances or for very limited priorities.
He said there may be issues of common European interest that go beyond national borders, such as the green transition, defence, or other strategic challenges not linked to one single country.
In those specific cases, Frieden said he could imagine common borrowing, but stressed that many Member States remain opposed to it.
He recalled that the EU used common borrowing after the Covid crisis to relaunch the economy, but argued that Europe should now focus more on the regular EU budget.
Frieden also said repayment of Covid-related EU debt could possibly be spread over time, but warned that new European debt is not currently a major political priority for him.
His warning was clear: debt always has to be repaid — nationally and at European level. Europe should not focus too much on borrowing as the way to fund its necessary and ambitious goals.
