This is likely one of the most difficult areas in the game, especially if you don't go about it from a sniper's perspective at first. Making your way up the chapel and sniping as many as you can before they can see you makes this fight much easier, but there are many enemies and some of them hit pretty hard. I'd recommend taking caution while fighting here. A gauss rifle and combat shotgun are probably your best weapons here. Combat rifle can be useful at times as well.
The enemies on the overpass are your primary concern. They hit hard and hide when they aren't attacking. Try to snipe them if possible, but be aware of the melee attacking and Tessa. You'll want to take out Baker and Clint ASAP as well. Once they're dead the rest are pretty easily taken care of, but they can still do decent damage so don't be too reckless. Be sure to pick up the Guns and Bullets magazine on the second floor of the overpass before you leave.
