The Shamrock Taphouse is worth visiting for two reasons. One is a Total Hack magazine that lets you hack spotlights. The other is your very own Drinking :Buddy! It'll make you ice cold beer. You can either keep it or complete some quest chain with it. I can't imagine many people will choose not to keep it. It's the definition of awesome.
As far as the enemies are concerned, this place has one named raider: Gaff. He died far too fast for me to know anything important about him. His gear seemed to suggest he might hit hard though, so I'd recommend you do the same with him. Apart from him there are various other raiders. It's not a very difficult location at all and at around level 30 it should be fairly simple to clear. There's a few mole rats as well, but no brood mothers or anything. One is a glowing mole rate. Still not very dangerous. Combat shotguns and rifles are the best choices here in my opinion.
