This is "F1 Tornado" aka "F1 Tornado Simulator" published in 1990 by Zeppelin Games and developed by Ian Richards and John Cassells.
It was released as a budget game and it's not a simulator in any way.
It's a simple shooter with colorful 16 color graphics but with mediocre sound effects and no music.
Generally speaking it's an easy game to finish but it can get hard in some places because of the enemy bullets cannot be seen very clearly.
The game has 4 levels and after them it loops back in level 1.
