On October 9, 2023. The chief of Police from the Spooner Police Department spoke with Captain Nielsen of the Washburn County Sheriff's office on the phone. Captain Nielsen said she talked to a couple of her employees regarding rumors about one of the City of Spooner Officers, Officer Dakota Dorn. Captain Nielsen advised that she was told there is some type of relationship between Officer Dorn and a 17 year old. Captain Nielsen also stated that she heard Officer Dorn purchased a "promise ring" but was not sure if those rumors were true. When asked, Captain Nielsen stated that she did not hear anything sexual between Officer Dorn and the minor.
The next day, on October 10th, the Chief called Officer Dorn and requested him to come to the police department. Approximately 30 minutes later, Officer Dorn arrived to meet with the chief. Officer Dorn was presented with his Bill of Rights and given a letter of Official Notice of Pending internal Investigation which he signed and dated. Officer Dorn was then informed that there was a pending investigation alleging an inappropriate relationship between him and a juvenile. The Chief told him that this investigation could get "messy" and that this was his opportunity to “resign” if he so wished. Officer Dorn was informed that he would be placed on paid administrative leave and that the chief would be going to his house to pick up his department issued firearm. Officer Dorn was also asked about the "Spooner Police Youth Academy" that he handles at the Middle School on Mondays after school. The Chief told Officer Dorn that he was not to go to that any longer until told otherwise and to stay away from school grounds. Shortly later, the Chief met Officer Dorn at his residence to collect the Spooner Police Departments firearm. Officer Dorn turned over his whole duty belt, which included taser, keys and firearm with holster.
After collecting items from Officer Dorn, the Chief went to the Washburn County Sheriff’s department to speak with the Captain and Sheriff. Captain Nielsen stated that Officer Dorn and the 17 Year old had previously gone on a police ride-along together. Captain Nielsen advised the reporting party is a Washburn County Sheriff's Office employee (Sydney). The Chief knew from speaking with Officer Dorn in the past that Sydney was his ex-girlfriend. It was determined that the Chief should talk to Sydney himself and she agreed to meet with him at the Sheriff’s Department that same day.
At approximately 1:31 p.m. Sydney arrived at the Sheriff's Office. Sydney stated that she was scared of retaliation and asked if she should get a lawyer. The Chief told her that she was not in trouble and that they would take steps to prevent any retaliation. Sydney stated that her and Officer Dorn dated a while back but had broken up. She said they have not talked for a while until Officer Dorn asked her if they wanted to hang out. Sydney said they hung out but Officer Dorn began texting her alot, which seemed odd. Sydney asked him what was going on, Officer Dorn told her that he was having issues with a girl he was seeing but would not tell her who it was. Sydney stated that she went to his house the next day to ask him about it. Officer Dorn then told her that he didn't want to say who it was because she was only 17. Sydney stated that Officer Dorn had purchased a Promise Ring and a bracelet for the juvenile and that her senior pictures were going to have the bracelet in them.
The Chief decided at that time to hand the investigation over to an external agency to ensure that it would be fair and impartial. Sydney asked if she would be able to go to Officers Dorn’s house to pick up some belongings. The chief allowed her to do so but told her to “play dumb” and not bring up the conversation they just had. Later in the day, Sydney called the chief and told him that Officer Dorn told her that he was nervous about this investigation that was happening. Sydney also said Officer Dorn told her that he reached out to the juvenile and told her that the police would be making contact with her. The juvenile then told Officer Dorn that she was going to deny everything, and that she didn't want to be involved and that they needed to stop contacting each other.
A second victim came forward to police stating that she met Officer Dorn while he was volunteering at the middle school when she was in seventh grade. She claimed Dorn touched her inappropriately on multiple occasions at school and during a ride-along. On December 11th, 2023. Officer Dorn sent an email to his chief explaining that he was resigning from his job.
Dorn is currently facing:
(2) Felony - 2nd Degree Sexual Assault of Child,
Felony - Child Enticement-Sexual Contact,
Felony - Child Enticement-Expose Genitals/Pubic Area/Intimate Parts,
Felony - Exposing Genitals/Pubic Area/Intimate Parts to a Child,
(3) Misdemeanor - Resisting or Obstructing an Officer
