On October 5, 2024. An officer from the Hartford Police Department attempted to conduct a traffic stop on a blue minibike. Shortly after the officer activated his emergency lights, the mini bike operator drove through yards and the officer lost visual of the bike. Officers located the bike again but quickly lost sight of it after the operator entered a narrow trail.
Officers began by reviewing security camera footage and observed the blue minibike driving on a sidewalk. Officers noted that the suspect was wearing the same clothing in both the video and the “pursuit”. The video showed a female exiting the store who appeared to be startled at the fact that the suspect was driving by on the sidewalk.
Officers then made contact with employees at the Hartford High School and showed them photos of the suspect. Two employees advised that the suspect looked like a former student named Nemanja. Officers then conducted an in-house records check of Nemanja and were able to locate a traffic stop where he was the driver. A review of body camera footage confirmed that the male identified as Nemanja on that traffic stop was the same individual as the one on the minibike that fled.
The next day, officers decided to question Nemanja about the incident at his house. While enroute to his address, officers observed a male on a bicycle and realized that it was Nemanja. While conducting a U-turn to stop and question Nemanja, he flipped off officers and fled on his bicycle. Officers proceeded on foot and observed him hiding in someone's back yard. Nemanja stated that it was the freedom of speech and that all he did was flip off the officers. Nemanja was then handcuffed and informed that he was not being detained for his hand gesture. He was escorted back out onto the street and searched.
Officers located a vape device which later tested positive for the presence of THC. Nemanja was then secured in a squad car and read his Miranda rights. Officers then informed him that he was under arrest for fleeing and eluding. Nemanja seemed to think that he was being charged for fleeing on his bicycle but an officer stated "It's for yesterday's incident". Nemanja was then transported to the Washington County Jail and released to jail staff.
When Nemanja first fled on his bicycle, an officer went to his residence, believing that Nemanja would return home. While at the residence, the officer observed the blue mini bike in his garage. Nemanja's mother then exited the residence to see what was going on. The officer explained the situation and was allowed to enter the garage to view the mini bike. It was confirmed to be the same bike and Nemanja's mother explained that he was "grounded" from using a vehicle because he received too many speeding tickets. She then stated that Nemanja purchased the minibike from Fleet Farm to use around town. Officers were then able to review Fleet Farm security camera footage which showed Nemanja purchasing the mini bike. Nemanja was found guilty for Vehicle Operator Flee/Elude Officer. He was sentenced to 120 days in jail and 2 years of probation.
