This top secret Ionospheric Heater program is speeding up the release of billions of tons of the nightmare greenhouse gas, methane, which is still frozen in the shallow Arctic seabed (only 100 feet deep).

The "Vancouver Holes" are a response to international complaints about US weather control operations in international waters (polar vortex, etc), so the US Navy moved the operation into US Territorial waters.
Any persistent high pressure near the ocean could be caused by US Navy Aegis ships. I believe these ships are powerful enough to create man made high pressure, and keep it in one place indefinitely. All the nations of the world should BAN any kind of MEGAWATT military radar from their territory. The US Navy Aegis ships have a peak power of over 5 megawatts, with less than 1.7 degree beamwidth. This is enough to affect the Ionosphere, and control the weather, in my opinion.
Therefore, those ships should be banned by each nation from their territorial waters, and constantly monitored in international waters, to detect violations of the ENMOD treaty.
