Probably send this to anyone you know who puts on some nonsense, self-important persona for the sole purpose of being looked at in a group of people. It's that "look at me, look at me, i'm being loud and saying things for the sake of saying them" kind of behaviour I'm mostly addressing. But I feel as though the metaphor applies to lots of situations. Also when people ingest exorbitant volumes of alcohol and suddenly become a bridge troll. You'll learn about that in a couple of years, don't worry.
