A tip from a hobo in the Children's Park leads Kiryu underground into the sewers where he uncovers Shun Akiyama holed up.. as a hobo himself.

Akiyama has closed his company Sky Finance and has been on the run from the Saio Triad for some time. The reunion between Kiryu and Akiyama is cut short as Saio members have silently tracked Kiryu to Akiyama's location.

Enter Ed, the Saio Triad Officer who is the boss of this area. Akiyama assists in the battle, displaying his not-forgotten athleticism.
