6 weeks prior to the US declaration of war with Germany, the USAAF sent 3 US army air force majors to Great Brittan to review RAF tactics, techniques and lessons from their bombing campaign over Reich occupied Europe. These lessons learned were used to evaluate if the US Bombers were ready, organized, prepared, trained, and equipped to start a bombing campaign against Germany.
The main evaluation findings include:
- Current RAF bombing results are wholly ineffective
- Combat Bombing errors are around 5x greater than prewar expectations
- RAF Losses are 3.3 times higher, than maximum USAAF acceptable levels
- Crews are inadequately trained and are operating an inferior bombsight
