What was the New Republic’s Amnesty program? It’s all pretty well explained in the series itself as a way for ex-Imperials to rehabilitate, help the New Republic, and serve the galaxy in atonement. But the seeds of the idea can be seen four years earlier in the timeline in the book Victory’s Prices, set during the Battle of Jakku and the official end of the Galactic Civil War. A database is discovered on Coruscant that catalogs every crime the Empire ever committed, documenting how every single member of the Empire was complicit, from Grand Admirals all the way down to pencil pushers. The idea was that the New Republic would be bogged down in years or potentially decades worth of trials for war criminals. In the book, Mon Mothma decides to combat this by prosecuting only the most public Imperial leaders while allowing lower ranking soldiers or administrators to have more freedom. But they still had restrictions, denying them the ability to vote or take government contracts. The Amnesty Program seems to have evolved from that idea, keeping a close eye on Doctor Pershing and his peers. We can also see some of those rules have changed, because we *absolutely* see ex-Imperials working on government projects on Corellia in the Ahsoka series.
