Mr. President,
AFRICA SPEAKS would like to thank you for a comprehensive and thorough annual HRC report, which focuses on the breakthroughs and challenges in the field of human rights. Combating impunity and strengthening accountability and the rule of law are essential for the respect of human rights.
We would like to highlight the progress made with regard to combating impunity. However, there is still much work to be done. No entity, body or organisation shall be above the law. Failing to observe this principle, on 27th May, the Norwegian police brutally invaded the headquarters of GNRD, a preeminent NGO working in human rights and development and confiscated a large number of documents to obtain evidence of what it mistakenly believed to be a hidden and criminal financing.
This raid was conducted with a number of severe procedural violations and in disregard of the nature of the organization – a human rights not for profit entity. After the incident, we have been wondering why the Norwegian authorities failed to follow the international guidelines, which required them to contact GNRD in advance asking for the relevant information. Instead, it seemed that the Norwegian authorities chose to make charges first against GNRD and intimidate the staff, damaging the image of this organization around the world in a stark violation of the right to fair trial and presumed innocence before trial.
In view of the above, we urge Norway to rectify the injustice that was committed against GNRD and the civil society representatives. Such actions cannot be expected from a leading country in the protection and respect of human rights. At the same time, we would like to call upon Norway to express its apologies to GNRD and the civil society, and we encourage their government to implement all relevant UN provisions.

تود منظمة "افريقيا تتحدث" أن تشكركم على تقرير مجلسكم الموقر السنوي و الشامل والدقيق، والذي يركز على التحقيق في الخروقات والتحديات في مجال حقوق الإنسان. من الضروري مكافحة الإفلات من العقاب وتعزيز المساءلة وسيادة القانون لضمان احترام حقوق الإنسان.

وقد جرت عملية المداهمة مع العديد من الانتهاكات الإجرائية الشديدة ودون مراعاة لطبيعة المنظمة - للدفاع عن حقوق الإنسان وليس لغاية ربحية. بعد وقوع هذه الحادثة، نتساءل لماذا فشلت السلطات النرويجية في اتباع المبادئ التوجيهية الدولية، الأمر الذي يتطلب منهم الاتصال بGNRD للاستفسا عن المعلومات ذات الصلة. بدلا من ذلك، يبدو أن السلطات النرويجية اختارت مسبقا اتهام GNRD وتخويف الموظفين، وتشويه صورة هذه المنظمة في جميع أنحاء العالم في انتهاك صارخ للحق في المحاكمة العادلة والبراءة المفترضة قبل المحاكمة.على ضوء ضوء ما اسلفنا ذكره، فإننا نحث النرويج لرفع المظالم الذي ارتكبت ضد GNRD وممثلي المجتمع المدني. لا يمكن أن نتوقع من دولة رائدة في حماية واحترام حقوق الإنسان مثل هذه الأعمال. وفي الوقت نفسه، نود أن ندعو النرويج للاعتذار لGNRD والمجتمع المدني، ونحن نشجع الحكومة على تنفيذ جميع احكام الأمم المتحدة ذات الصلة.
