The reason this won't be part of Greens is because the checkpoint abuse strat here is 0.26s slower in real time than a very tight wallkick strat under the Thwomps (which has also been improved since 2020).
It is only faster for in-game time because the timer stops for the life counter, being paused for roughly 2 seconds.
At the start, the first long jump needs to be at an angle to land on safe ground, and then the second long jump needs to be done immediately to get top running speed when next landing (15spd). This doesn't work if on an edge of a ledge.
This running speed tech makes the rest of the starting section much faster.
The big new trick is a new route to the checkpoint abuse. The camera is turned to manipulate the cycle of the big coin so that part of it is moving toward the checkpoint by the time I reach it.
The momentum of the moving coin is then used in a backflip to quickly get close enough to the checkpoint for P2 to grab it.
I couldn't manage to get a long jump spin to work from the coin, it's just barely too low.
At the end, P2 is used to freeze the Koopa to bounce to the star. Releasing the Koopa makes its hitbox expand slightly for an earlier and higher bounce.

The A press count is how it is in order to separate P1 and P2, since P1 doesnt have to hold A entering the course, but P2 does.
3 of P1s A presses are for dialogue; the third A press was also held to make use of quicker strats in the next section.
The point of this is that coins result in a textbox after each level (unless you grind 9999 of them), and the coin at the first drill dig is currently unavoidable 0xA, and cant be lost by dying as theres no checkpoint on GS1s planet.
However, P2 can hold the coin for the entire level, making this coinless and saving a menuing A press.
This does require P2 to be holding A, though (hence the 0.5xA). When you first connect P2, you get a brief guide in a single textbox that requires you to press A, so this A press is the one that can be held.
So this is pointless at the moment, as youre just trading 1 A press for another. But if there are other levels that P2 can make coinless - or can even help save a gameplay A press - they can hold this same A press to save presses overall.

Luigi ricochets off a Tox Box to collect a Green Star in 9.98 seconds [IGT, 599 frames].

The improvement comes from a strat found a while ago when testing ideas for RTA strats, having different cycles from RTA-optimal cutscene skips compared to the previous IGT-optimised TAS.
It turned out to be possible to get a Tox Box fling directly into the star, but not from the first Tox Box in the level. It saved enough real time to make it faster to go GS1 - GS2 in a full game run, due to how cutscene cycles work out for the two.
What happens with this particular fling is that - instead of landing on the Tox Box when its stationary and being flung in its next direction - you jump immediately when landing on a turning box so you get a slope jump that conserves your initial direction somewhat but still detours in the direction of the Tox Box, as if youre ricocheting or deflecting off it.
A weakspin was used to grab the star.
I doubt this is fully optimised for IGT, as the movement could be a few frames faster allowing for a later cutscene skip, plus the fling has potential for a couple frames of optimisation from angles.
In the bonus clip, I show how close Ive been to getting the star directly from flinging off the first Tox Box, using its teeth to work out the best angle. Too far right would land early on the curved path to the Octoomba, but then too far left wouldnt get close (and I couldnt manage to land or deflect off the regular stars platform).
Trying the right side of the Octoomba was also close but not as close, the main barrier there being squeezing between the path that continues to the right and the black hole, or being able to barely scrape off the curved path in such a way that Luigi skims over the rightwards path.
Bouncing off the Octoomba does not look possible at all, and long jumping from there is too slow in the end because of how the gravity curves.

Luigi, Yoshi and P2 flutter to a Green Star in the middle of nowhere in 20.36 seconds [IGT, 1222 frames].
I waited the cutscene to move the Fizzlit along in its cycle just a little bit, which let me have the best angle for the entire flutter, before and after the bounce. Without this wait, I would have had to make the first half of the fluttering a little bit slower so the second half would have a good angle (the tightest angle it can be without losing speed).
Jumping onto the statue at the start saved ~0.3s over using momentum from the yellow platforms, and P2 saved a little bit of time breaking Yoshis egg early.
As explained above, the angles for the flutter were tight and made sure to get sideways fluttering speed, which is a lot faster than backwards fluttering speed.
I had to make the most out of the height of each flutter for the first half to be high enough to bounce off the Fizzlit in mid-air, but this meant sacrificing a bit of acceleration, as you accelerate a bit faster by cancelling flutters earlier.
During the second half of the fluttering, I was already at top speed so I could gain height from a few flutters, however, you dip below top speed if you flutter for more than 26 frames (0.43s) after pressing A (although it gradually regains that speed), so after getting a lot of height, I then started chaining quick flutters to keep at top speed.
I then ended by holding a flutter and releasing it to have top speed with some vertical speed too, dismounting to carry this speed into the star.
Because of the wait for the cycle of the Fizzlit when skipping cutscenes, it is ~0.1s faster to do GS2 before GS1 in a full game run as the Fizzlit cycle is a little bit better with cutscenes.

A is required to be held for several things as it gets more height from bounces and spins.
This is technically 0.5xA - I did the beginning up to the wooden button 0x, and then realised I needed to hold A for the flipbug bounce, so I pressed A in the middle of a spin where it would have no effect. So the video is actually 1x but the level is possible 0.5x. Someone could do the beginning 0.5x and just splice my bit in.
This saves 3 A presses:
#1 Sideflip up the area with the wooden button
#2 Sideflip up to the launch star
#3 Star grab
In testing these strats, I originally went to the fountain area after getting up to the top in order to raise the flipbugs down there to get up to the launch star, but then I remembered that I didnt actually defeat the first flipbug, and had the idea of raising it after getting up from the first bounce. This saved a lot of time.
The final A press save was Annoyings idea. Its barely not possible to grab the star by spinning from the battlements, and it wasnt known that you could get up the windmill without pressing A. Annoying theorised that if you could, you could get the checkpoint, die to respawn the Piranha Plant used earlier, get up the windmill, defeat the boss, and then go back to the launch star, bounce off the respawned Piranha, and fall all the way down onto the star.

As a disclaimer(?) I did use the held A of P2, but its use isnt actually necessary and was only for funny shenanigans with the Whomp. So the challenge is 0xA if you can forgive the P2 fun, as it wont see much use in World 2 besides coin avoidance.
In SMG2 only, you can grab pull stars with B, provided you arent already holding A. I grabbed a starbit to try to make it somewhat clear that I pressed B, although it isnt as visible as I had hoped.

At 2:01, I did a trick where you can get stuck ground pounding inside a floor, and after a couple of seconds it cancels the ground pound and restores your spin.

At 3:17, it sounds like Mario jumps, but I went back and made absolutely sure I wasnt pressing A, and yet still got the noise, and the noise also happens sometimes when ground pounding the meteors, so Im not really sure what it is.

Luigi and P2 dispatch of Peewee Piranha in 36.65s [IGT, 2199 frames].
This comet joins Gravity Gauntlet and Stone Cyclone in being possible without clocks, although whether this is possible with cutscenes is another issue, due to the timeloss of land cancelling and potential timeloss of trolley cycles.
The first cutscene skip was delayed to move the trolleys further along their cycle; the second was delayed to pick up the starbits without losing in-game time.
At the start, a backflip spin barely making it onto the ledge followed by a single jump spin entered the launch star 4 frames earlier than the IL backflip wallkick spin strat.
On the trolley planet, I originally tested between nemis route (https://youtu.be/_XTG6l0rmwQ?t=118) and attempts with the trolley momentum boost used in ILs of the normal star. No luck with the latter.
When messing with nemis route, I stumbled on a known technique that I had forgotten about - fast slope jumps. There are ways to land on a slope and slide with high speed for at least 1 frame, and jumping from that frame conserves the speed.
It seems to have something to do with going neutral or at least losing running control on a particular part of the slope. It can also happen sliding on a bumpy part (this vid in Honeyhive shows a jump off a small bump on the tree https://youtu.be/xbvlG6LSj28?t=8). Pressing Z just before this speed boost can gain even more speed.
Getting this kind of fast slope jump off the opaque crystal saved 0.5s, getting up to 31.5 hspd. It could be improved, though, as with a slower double jump setup onto the crystal, I had managed to get 34 hspd.
For the Peewee fight, the first egg break was done by running around and single jumping into a ground pound that broke the egg mid-animation as Peewee stepped towards Luigi. This saved 16 frames (0.26s) over long jumping and spinning over the top into a ground pound.
I had learned from Shadow64 just how powerful starbit stunning Peewee can be when helping with his Any% TAS: https://youtu.be/IzcchUgsDMo.
After breaking the egg, Peewee can only be hit once it has landed, and starbit stunning immediately after breaking the egg will make it land much earlier.
It lands so early that Luigi cant spin for the earliest hit, so P2 spins instead.
The first phase only ends after Peewee has landed from the body hit (there are clips of people softlocking because Peewee hadnt landed https://clips.twitch.tv/ResourcefulSeductiveCaribouHumbleLife-X5CzompDjNMCnL9I ), so starbit stunning is used again to make it land earlier. These stuns save 0.5-0.6s each.
I have no idea what happened in the second phase.
For some reason, perhaps a mix of Peewees angle, position on the planet, and the particular spot the starbit hit, as well as Luigis position, Peewee got dragged down and landed immediately after the egg break, much faster than any regular starbit stun, and this allowed Luigis ground pound to register as a body hit.
I have managed to replicate this without moving P2, so I am certain it has nothing to do with it. Also, in replicating it, I understood that Peewees movement mattered a lot, as attempts where Peewee didnt turn so hard to the right didnt work. Needs extensive analysis.
This made clockless possible, as it saved 13 frames, ending the fight with 6 frames remaining.
Spinning into the star saved 1 frame.

Think Before You Shake completed without pressing A.
This saves 1 A press from the previous count, avoiding jumping into the star by using flip panel displacement to get height and grab the star.
Displacement was first found with Tox Boxes, with some small jarring movements when grabbing a wall after sliding off the top of a Tox Box. (https://youtu.be/h5ihRY0Syro)
Nothing was understood about it but it looked like it could save an A press or two in Stone Cyclone and Beach Bowl 3/C.
Then LancerDeltarune showed off some upwarp in Flip-Swap, which was theorised to be displacement using flip panels: https://clips.twitch.tv/ScaryTacitWitchPanicBasket
The theory was that, because momentum when sliding off a slope is stored until you grab a wall, displacement can also be stored by sliding off a moving platform and then grabbing a wall while that platform is moving.
SaladBowl then went to testing this for ABC purposes, streaming attempts at getting displacement and managing to get a couple, at least proving it would be possible.
How this works: I slide off the side of the last red panel to store momentum and slope properties, and then fall off the star platforms edge, spin to move the panel, and then grab the wall to get displaced off the wall and up over the star.
While testing this, I learned that you can either get warped downwards or upwards depending on what way the panel is moving. If I had grabbed a wall from the spin right after the slide, Mario would have shot down underneath the wall.
I also learned that running off the star platforms edge will cause the displacement to lose all its horizontal speed (or at least running the opposite way the displacement will go). I had to hold neutral and slide off the edge so that the displacement would get enough speed to get to the star.

Luigi cloud sideflips to a Green Star in 5.38 seconds [IGT, 353 frames].
If cloud long jumps break the game horizontally, cloud sideflips break it vertically.
Combining the y velocity of a sideflip with momentum of a cloud forming, the initial velocity is 42 - a normal sideflip is 32 by comparison.
Sideflips also have a horizontal advantage, nearly reaching the same speed of a regular long jump.

Cloud sideflips are instant sideflips, performed by holding Z (which would be pressed to cancel the cloud-creating spin and land earlier) and holding the direction opposite Luigis facing angle and pressing A before landing.
After getting the Cloud Flower and forming the first cloud, I had to go neutral before landing to keep running speed to be able to long jump early.
For the first cloud sideflip, I held the direction of the facing angle before holding opposite and pressing A - this ensured I would have virtually 0 hspd so I wouldnt fly backwards, away from the star. However, this also dropped initial y velocity by a couple of units so there may be some room for improvement here.
The second sideflip was a full one, getting as much velocity as possible to get up to the star without spinning.
