Mario utilises the Fast Foes of the Stone Cyclone to collect the star in 39.60 seconds [2376 frames].
This is highly-optimised, as it is optimised in the parts that matter most; the more unoptimised parts don't necessarily matter because they have to wait for a cycle anyways.

That cycle is the Tox Box cycle, and a fling off of it can catch the gravity of the 'upper' section and swing around, bumping another Tox Box to get the right line straight to the crystal.
Then the crystal can be broken in one spin with the right position.
