A Syracuse family caring for their daughter, who has a rare genetic disorder, is asking city leaders for relief from a residency requirement. The requirement is preventing them from moving to a home better suited to their daughter's needs.

11-year-old Mia grew up healthy, with what her mother, Teresa Verzillo, described as a lively personality and a love of activities like Irish dancing, swimming and fishing with her dad.
